GOVERNMENT PROGRAMS
Talks about the biggest changes in government policy in agriculture. This was signaled by the 1996 Farm Bill. This gave farmers more of a market and offered subsidies for crops that the market demanded. Before this had to grow corn, wheat or soybeans whether there was a market for them or not. Then in 2006, President Bush talked about ethanol in his State of the Union Address. This was the emergence of ethanol, finally, to Americans. Led to record high prices.
