- First lights in Waggoner, IL were gas installed by Herb Street. Gas plant went out of business & people began using coal-oil lamps again. Then came electric lights with electricity provided by a Delco Battery Plant. Eventually Delco plant could not power entire town & owners of plant got franchise with Central Illinois Power who used same wiring throughout town for the electricity brought in on CIPS power lines.
