- Mr. Williams explains issues relating to regulating grain elevator operators, many of whom would declare bankruptcy causing farmers to loose all their grain because bank would take ownership - all farmers were doing was storing their grain - they had not sold it to grain elevator. Notes many operators did not have grain they were supposed to have. [Possibly because they were selling it more than once.]
