Livestock get moved around a lot and could get sick along the way. Need to trace their route to find the source of a disease. Inspect horticultural plants for insects. Homeland Security took over port inspections. Some countries are requiring Country of Origin labels - to even know who the farmer was and what the animal was fed. Some American farmers consider that Big Brother tactics for nothing.
