Talks about how Pseudo Rabies was a major problem in Illinois and Iowa; Pseudo Rabies has been in the country since the late 1800s. Got a group of people together in Peoria to figure a way to fight the rise in Pseudorabies. Formed the group LCI (Livestock Conservation Institute) where Bradshaw was their first chairman. They soon created a vaccination for the Pseudorabies, but had a problem getting it allowed in states due to needing permission from state veterinarians.
