- International Federation of Agricultural Producers meeting in 1950 in Europe. He was shocked at how far the government-managed agriculture had been accepted in Europe and Canada. Only Australia and New Zealand were allies to US attitudes. He thought European countries were not any better off with it. This organization was a discussion forum, but not an active group. Secretary of Agriculture Ezra Benson blamed for bad policies but he had no power to change policy from before. He tried to move to market economy again. He was criticized and blamed for low prices. Wheat referendum of 1963 came during Shuman's presidency of FB. He was a novice administrator. Federal Farm Bureau policies till 1956 was directed toward legislation. IAA policy was a self-help advocate, as seen in food promotion policy. Business services started under Earl Smith included seeds, chemicals, insurance; marketing, & record-keeping at county level. Try to build better markets was task of most of staff & food consumption increase was the goal. Milk, eggs, meat producers involved. National Livestock and Meat Board. Doctors were scarce in rural areas. Farm Bureau work with Illinois universities to give loans to med students in return for their promise to return to these areas to work. Reached a yearly program for up to 25 students. Entrance requirements lowered if needed.
