- Original AAA legislation included six basic crops. Freeman wanted to expand to all. First Farm Bureau succeeded in calling for a wheat referendum of farmers. Needed 67% yes vote. Farm Bureau campaigned against it. Kennedy and Freeman campaigned for and thought they would get 80% yes vote. They only got 47%. At this point Congress turned away from compulsory controls.
