FARM ORGANIZATIONS
When elected as President of IAA, he feared stepping into the shoes of Earl Smith. 1933 government programs not work well, been declared unconstitutional, or overthrown by Congress. FB work for better business services, insurance program. Smith also initiated the Farm Supply purchasing program for petroleum, feed, etc; cooperative marketing services. Livestock marketing succeeded, soybean program did not. Smith and O'Neal lobbied for legislation; not effective till after WWII. Surpluses built up in Triple A programs but war triggered more demand. In 1940, Shuman elected to the board of IAA for nine years, full time. Had 17 years of farm experience but none in administration.
FAMILY
Describes family situation; four children born 1935 and 1942. Wife was ill & died 1954. Family lived on the farm & he commuted to Chicago. Hired a contract or tenant farmer for several years until son came back from college and took over. Traveled a lot downstate to meetings.
